Dari Kinerja Finansial Ke Pertumbuhan --> Fenomena Flypaper Effect Di Sulawesi Selatan

This study aims to analyze the flypaper effect phenomenon in district/city governments in South Sulawesi Province using a mapping approach of the Financial Capability Index (CCI) and economic growth. The flypaper effect is a condition where regional spending is more influenced by transfer funds from the central government, specifically the General Allocation Fund (DAU), than by Regional Original Revenue (PAD). This study uses panel data from 24 districts/cities for the 2019–2023 period. The analytical method used was panel data regression with the Chow and Hausman tests to determine the best model, and quadrant mapping based on the CCI and economic growth to identify the characteristics of the flypaper effect in each region. The results show that the DAU has a positive and significant effect on regional spending, while the influence of PAD varies across quadrants. This finding indicates a more dominant flypaper effect in regions with low fiscal capacity. The mapping also reveals that local governments' fiscal responses to transfer funds vary depending on their level of financial capacity and economic growth. This research has important implications for formulating more efficient local fiscal policies oriented toward strengthening fiscal independence.
