Abstract
The post-reform era that began in 1999 has brought major changes to Indonesia's political system, including the organization of elections and public involvement in the democratic process. Voter participation is one of the important indicators in assessing the quality of democracy, but to date, various factors affect the level of community involvement in elections. This research uses a phenomenological approach, involving respondents from village communities. The research shows that although political awareness and access to information have increased, challenges such as political apathy, distrust of the electoral system, and money politics are still major obstacles to voter participation. In addition, the diversity of political parties and changes in political alliances post-reform also affect the dynamics of voter choice, which often leads to instability in electoral patterns. This research also highlights the important role of social media in influencing voters' decisions, despite the risk of inaccurate information dissemination. Based on these findings, it is suggested that further efforts should be made to increase transparency in election administration, strengthen political education, and address money politics to improve the quality and inclusiveness of elections in Indonesia.
