Abstrak
Retribusi pelayanan persampahan merupakan salah satu sumber Pendapatan Asli Daerah (PAD) yang perlu dikelola secara transparan, akuntabel, dan berorientasi pada kemaslahatan publik. Penelitian ini bertujuan menganalisis sistem retribusi sampah yang dikelola oleh Dinas Lingkungan Hidup (DLH) Kabupaten Aceh Selatan terhadap PAD ditinjau dari perspektif hifz al-mal, dengan fokus pada mekanisme pemungutan, metode pembayaran, dan bukti pembayaran. Permasalahan utama dalam penelitian ini adalah masih diterapkannya pembayaran retribusi secara tunai tanpa konsistensi penggunaan bukti pembayaran resmi (kwitansi), di mana meskipun kwitansi tersedia, banyak wajib retribusi maupun petugas yang mengabaikannya dengan alasan kepraktisan. Selain itu, cakupan layanan persampahan belum merata dan masih terbatas pada wilayah-wilayah tertentu. Penelitian ini menggunakan metode kualitatif dengan pendekatan yuridis empiris. Data primer diperoleh melalui wawancara dengan pegawai DLH Kabupaten Aceh Selatan, sedangkan data sekunder bersumber dari Qanun Kabupaten Aceh Selatan Nomor 4 Tahun 2012 serta literatur ilmiah yang relevan. Hasil penelitian menunjukkan bahwa DLH mengelola retribusi dengan dua metode pembayaran, yaitu tunai yang diterima langsung oleh petugas pemungut, dan transfer ke rekening kas daerah. Pembayaran tunai tanpa kwitansi dinilai tidak sejalan dengan prinsip hifz al-mal, sedangkan pembayaran melalui transfer lebih mencerminkan nilai transparansi dan akuntabilitas.

Waste management service retribution is one of the sources of Regional Original Revenue (ROR) that needs to be managed transparently, accountably, and oriented toward public welfare. This study aims to analyze the waste retribution system managed by the Environmental Agency of South Aceh Regency in relation to Regional Original Revenue from the perspective of hifz al-mal, with a focus on collection mechanisms, payment methods, and proof of payment. The main problem identified in this study is the continued implementation of cash payments without consistent use of official proof of payment (receipts), although receipts are technically available, many wajib retribusi and officers neglect their use due to practical reasons. Additionally, waste management service coverage remains uneven and limited to certain areas only. This study employs a qualitative method with a juridical-empirical approach, using primary data from interviews with Environmental Agency officials and secondary data from Qanun of South Aceh Regency Number 4 of 2012 and relevant scholarly literature. The results show that the Environmental Agency manages retribution with two payment methods: cash payments received directly by collection officers, and bank transfers to the regional treasury account. Cash payment without receipts is not in line with the principle of hifz al-mal, while transfer-based payments better reflect the values of transparency and accountability.
