Penelitian ini membahas digitalisasi sertifikat tanah dan transformasi pelayanan pertanahan di Kota Parepare serta implikasinya terhadap kepastian dan perlindungan hukum bagi masyarakat. Permasalahan yang dikaji meliputi implementasi sertifikat tanah elektronik, pengaruhnya terhadap kepastian hukum hak atas tanah, dan bentuk perlindungan hukum bagi pemegang sertifikat elektronik. Penelitian ini menggunakan metode hukum empiris dengan pendekatan kualitatif melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa digitalisasi sertifikat tanah meningkatkan efisiensi pelayanan, transparansi, dan keamanan data, serta memperkuat kepastian hukum karena dokumen tersimpan secara elektronik dan sulit dipalsukan. Namun, implementasinya masih menghadapi kendala berupa literasi digital masyarakat, validasi data, dan risiko keamanan sistem. Oleh karena itu, diperlukan penguatan infrastruktur, edukasi masyarakat, dan pengawasan sistem agar kebijakan ini berjalan optimal.

Abstract

This study discusses land certificate digitalization and land service transformation in Parepare City and its implications for legal certainty and legal protection for the public. The issues examined include the implementation of electronic land certificates, their effect on land rights certainty, and the form of legal protection for electronic certificate holders. This research uses an empirical legal method with a qualitative approach through interviews, observation, and documentation. The results show that land certificate digitalization improves service efficiency, transparency, and data security, while strengthening legal certainty because documents are stored electronically and are difficult to falsify. However, its implementation still faces challenges such as public digital literacy, data validation, and system security risks. Therefore, stronger infrastructure, public education, and system supervision are needed to ensure optimal implementation.
