EVALUASI DAMPAK KEBIJAKAN BERBASIS DATA TUNGGAL SOSIAL EKONOMI NASIONAL (DTSEN) TERHADAP AKURASI SASARAN PENERIMA BANTUAN IURAN JAMINAN KESEHATAN (PBI JK) BAGI MASYARAKAT MISKIN DI KABUPATEN TAKALAR

ABSTRAK
Penelitian ini bertujuan untuk mengevaluasi efektivitas penggunaan Data Tunggal Sosial Ekonomi Nasional (DTSEN) melalui sistem pemeringkatan Desil dalam pendaftaran Penerima Bantuan Iuran Jaminan Kesehatan (PBI JK), serta mengidentifikasi faktor pendorong dan penghambat implementasinya bagi masyarakat miskin di Kabupaten Takalar. Metode penelitian yang digunakan adalah hukum empiris (sosiologis) dengan pendekatan purposive sampling, melibatkan narasumber kunci dari Dinas Sosial PMD Kabupaten Takalar dan perwakilan masyarakat miskin setempat. Data dianalisis secara kualitatif dengan pisau analisis Teori Implementasi Kebijakan George C. Edwards III dan Teori Keadilan Sosial John Rawls. Hasil penelitian menunjukkan bahwa penggunaan DTSEN dalam pendaftaran PBI JK di Kabupaten Takalar belum berjalan secara efektif. Penerapan klasterisasi Desil secara sentralistik memicu tingginya angka exclusion error, di mana algoritma pusat gagal menangkap karakteristik sosiologis ekonomi lokal Takalar seperti buruh tani musiman dan nelayan kecil. Ditinjau dari Teori Edwards III, ketidakefektifan ini disebabkan oleh lemahnya saluran komunikasi publik, keterbatasan anggaran sosialisasi, dan keterbatasan operasional verifikasi. Faktor pendorong utama adalah disposisi positif Dinas Sosial yang mengalokasikan anggaran daerah (PBID/Jamkesda) untuk menampung warga tereliminasi. Faktor penghambat utama adalah sifat birokrasi penentuan desil yang sangat sentralistik serta minimnya transparansi Musyawarah Desa. Ditinjau dari Teori Keadilan Sosial Rawls, sistem yang kaku ini telah mencederai hak dasar atas kesehatan kelompok the least advantaged akibat kesalahan kodifikasi data digital.

ABSTRACT
This study aims to evaluate the effectiveness of utilizing the National Socio-Economic Single Data (DTSEN) through the Decile ranking system in registering Contribution Assistance Recipients of Health Insurance (PBI JK), as well as to identify the driving and inhibiting factors of its implementation for the poor in Takalar Regency. The empirical legal research method was applied with a purposive sampling approach, involving informants from the Social Affairs Office (Dinas Sosial PMD) of Takalar Regency and local poor community members. Qualitative data were analyzed using George C. Edwards III's Policy Implementation Theory and John Rawls' Theory of Social Justice. Results indicate that DTSEN utilization in PBI JK registration in Takalar Regency has not operated effectively. Centralized Decile clustering triggers a high exclusion error rate, where central algorithms fail to capture local socio-economic dynamics, such as seasonal farm laborers and small-scale fishermen. From Edwards III's perspective, this ineffectiveness stems from weak communication, limited budget for training, and operational constraints. The main driving factor is the positive disposition of the Social Office allocating local budgets (PBID) to absorb eliminated citizens. The primary inhibiting factor is the highly centralized decile determination bureaucracy that truncates regional authority. Viewed from Rawls' Social Justice Theory, this rigid system violates the fundamental health rights of the least advantaged group due to digital data errors.
