FAKTOR PENYEBAB KURANGNYA MINAT PELAKU USAHA MAKANAN DAN MINUMAN DI MENDALO DALAM MENDAFTARKAN SERTIFIKASI HALAL

ABSTRAK
Rendahnya kepemilikan sertifikat halal pada pelaku usaha makanan dan minuman di Mendalo menjadi perhatian karena sertifikasi halal berperan dalam menjamin kehalalan produk, meningkatkan kepercayaan konsumen, dan memperkuat daya saing usaha. Penelitian ini bertujuan untuk menganalisis faktor-faktor penyebab rendahnya minat pelaku usaha dalam mendaftarkan sertifikasi halal serta merumuskan solusi untuk meningkatkannya. Penelitian menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Data diperoleh melalui observasi, wawancara mendalam, dan dokumentasi terhadap 21 informan yang terdiri atas 15 pelaku usaha yang belum memiliki sertifikat halal, 5 pelaku usaha yang telah memiliki sertifikat halal, dan 1 Pendamping Proses Produk Halal (PPH). Data dianalisis menggunakan model Miles dan Huberman melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa rendahnya minat pelaku usaha dipengaruhi oleh faktor internal berupa kurangnya pemahaman, persepsi bahwa produk telah halal, kendala administrasi, keterbatasan waktu, dan rendahnya literasi digital, serta faktor eksternal berupa kurangnya sosialisasi, minimnya pendampingan, dan belum optimalnya dukungan instansi terkait. Penelitian ini menyimpulkan bahwa peningkatan sosialisasi, penguatan pendampingan, penyederhanaan prosedur, optimalisasi sistem SiHalal, dan kolaborasi antar lembaga diperlukan untuk meningkatkan minat pelaku usaha dalam mendaftarkan sertifikasi halal.

Abstract
The low ownership of halal certificates among food and beverage business owners in Mendalo has become a concern because halal certification plays an important role in ensuring product halalness, increasing consumer trust, and enhancing business competitiveness. This study aimed to analyze the factors contributing to the low interest of business owners in applying for halal certification and to formulate strategies for improving their participation. This research employed a descriptive qualitative approach. Data were collected through in-depth interviews, observations, and documentation involving 21 informants, consisting of 15 uncertified business owners, 5 certified business owners, and 1 Halal Product Process Assistant (PPH). Data were analyzed using the Miles and Huberman model, including data reduction, data display, and conclusion drawing. The findings indicate that the low interest in halal certification is influenced by internal factors, including limited understanding, the perception that products are already halal, administrative constraints, time limitations, and low digital literacy, as well as external factors such as inadequate socialization, limited assistance, and insufficient institutional support. The study concludes that strengthening socialization programs, expanding mentoring services, simplifying certification procedures, optimizing the SiHalal system, and enhancing collaboration among relevant institutions are essential to increase business owners' interest in obtaining halal certification.
