Abstract
The Labor-Intensive Program is one of the Surabaya City Government’s policies aimed at creating employment opportunities, increasing income, and reducing poverty, particularly among poor and pre-prosperous families. However, the success of the program is not only determined by the number of workers employed, but also by targeting accuracy, equal access, benefit distribution, and the sustainability of community welfare. This study aims to analyze distributive justice in the Surabaya City Labor-Intensive Program from the perspective of Maqashid Sharia. The study employs a qualitative approach using a literature study method by examining relevant scientific journals, books, government regulations, official reports, and statistical data. The findings indicate that the Labor-Intensive Program is related to the principle of distributive justice by providing employment opportunities, income, and economic empowerment to targeted communities. From the perspective of Maqashid Sharia, the program is consistent with hifẓ al-nafs, hifẓ al-māl, and the achievement of maslahah. However, challenges remain regarding the sustainability of businesses and community income. Therefore, improvements in targeting accuracy, equal access, transparency, assistance, and program sustainability are needed to ensure a fairer and more sustainable distribution of economic benefits.
