ABSTRACT
This study examines the effectiveness of non-litigation assistance in criminal cases provided by non-governmental organizations (NGO) in Makassar and identifies factors influencing such assistance. It employs an empirical legal method with a socio-legal approach. Primary data were collected through interviews and observation, while secondary data were obtained from legislation and relevant legal literature. The study focuses on five NGO: PERAK, L-KOMPLEKS, Akor Nasional Indonesia, Garuda Kibar Nusantara, and Inakor. The findings indicate that assistance includes legal consultation and education, receiving complaints, explaining rights and procedures, facilitating communication, monitoring case developments, and referring clients to advocates or legal aid organizations when necessary. Such assistance can help people understand their legal issues and available options, although effectiveness must be assessed against case circumstances and available evidence of follow-up. Relevant factors include clarity of legal rules and authority, coordination with law enforcement, the capacity and resources of assistants, administrative quality and follow-up, and public legal awareness and customary practices. Because outcome documentation is not uniform, the study does not rank the five organizations.
