PENERAPAN TAMBAHAN PENGHASILAN PEGAWAI (TPP) BERBASIS KINERJA PEGAWAI PADA BIRO UMUM KANTOR GUBERNUR SULAWESI SELATAN
Abstract
This study aims to analyze the implementation of performance-based Employee Income Supplement (TPP) in the General Bureau of the South Sulawesi Governor's Office and identify factors that influence its effectiveness. The study used a qualitative descriptive method with data collection through interviews, observations, and documentation studies. The results of the study indicate that the implementation of performance-based TPP, supported by digital applications such as e-Kinerja and E-Siap, is able to significantly improve employee discipline, motivation, and performance. A transprent and measurable assessment system encourages a more professional and accountable work culture. However, obstacles are still found, such as the lack of employee skills in operating digital applications and disciplinary problems that have not been fully resolved. Overall, performance-based TPP has a positive impact on improving the quality of public services, although continuous improvement efforts are needed to overcome existing obstacles.
