Abstract

This study addresses the following key issues: 1. What da'wah (religious outreach) measures are implemented by religious extension officers to foster families characterized by *sakinah, mawaddah, and rahmah* (tranquility, affection, and mercy) at the Office of Religious Affairs (KUA) in Somba Opu District, Gowa Regency? 2. What are the supporting and inhibiting factors encountered by religious extension officers in fostering such families at the Office of Religious Affairs in Somba Opu District, Gowa Regency?

This study employs a descriptive qualitative research design utilizing a *Dakwah* (Islamic outreach) management approach. The informants consist of the Head of the Office of Religious Affairs, religious extension officers, and prospective bride and groom participants. Data collection methods include observation, interviews, and document analysis.

The results of this study indicate that the measures taken by religious extension officers to foster families characterized by tranquility, affection, and mercy (*sakinah, mawaddah, warahmah*) in Somba Opu District, Gowa Regency, include: conducting pre-marital guidance (the *suscatin* program), providing regular religious instruction, offering religious counsel and motivation, conducting family counseling, organizing religious study groups and *majlis taklim* (religious learning forums), and providing ongoing guidance and support. The study also identifies factors that either hinder or facilitate the creation of such families in the area. 1) Hindering factors include a lack of religious understanding, a lack of professionalism among participants, and a lack of openness between husbands and wives, which makes it difficult for extension officers to provide appropriate solutions. 2) Facilitating factors include the competence of the extension officers, the awareness and enthusiasm of the community, institutional support, and the use of adaptive extension methods.

The implications of this study suggest that the successful fostering of *keluarga sakinah* (harmonious, faith-based families) requires systematic and continuous *dakwah* (religious outreach) efforts. Therefore, religious extension officers need to continuously improve service quality, employ adaptive methods, and strengthen persuasive approaches to encourage greater community participation in family guidance programs. Furthermore, Offices of Religious Affairs should place greater emphasis on-and strengthen-collaboration with religious extension officers, community leaders, and religious institutions to expand the reach of family guidance initiatives within the community.
