THE CONCEPT PERFORMANCE MEASUREMENT AND EVALUATION IN EDUCATIONAL INSTITUTION AND ITS IMPLEMENTATION CHALLENGES

This study aims to analyze the concepts of performance measurement and evaluation in educational institutions and to identify implementation challenges that hinder their effectiveness in practice. Using a library research method, this article reviews relevant literature including journals, books, and previous studies to map the theoretical foundations of performance evaluation, its core principles, and its actual application within Indonesian educational settings. The findings indicate that, conceptually, performance evaluation requires measurable indicators, valid instruments, accurate data, and a systematic monitoring process to ensure objective and accountable assessment. However, practices in the field reveal persistent obstacles such as limited human resource capacity, insufficient understanding of evaluation instruments, inadequate use of information technology, and weak follow-up mechanisms. A noticeable gap also exists between theoretical expectations and real implementation, particularly regarding the inconsistency of evaluation practices with the National Education Standards (SNP). These findings highlight the urgent need to strengthen performance management through capacity building, the development of standardized instruments, and the optimization of information technology to support evidence-based decision-making. The study concludes that transparent, structured, and continuous evaluation systems are essential to improving professional competence, enhancing educational services, and achieving sustainable quality development in educational institutions.
