Komunikasi Politik dalam Penyelenggaraan Pilkada
Analisis Politik Uang, Kampanye Hitam, dan Pendidikan Demokrasi di Kabupaten Timor Tengah Selatan
Abstract
Political communication plays a fundamental role in shaping democratic processes, particularly during regional head elections (Pilkada), where interactions among political actors, election organizers, mass media, and citizens influence public participation and electoral integrity. This study examines political communication practices in the implementation of the Regional Head Election in Timor Tengah Selatan Regency, East Nusa Tenggara, with particular emphasis on money politics, black campaigns, and democratic education. Using a qualitative descriptive approach, this research draws upon literature review, field observations, and contextual analysis of electoral practices. The findings indicate that political communication during the election has not fully reflected democratic values, as transactional communication, vote-buying, negative campaigning, and the dissemination of misleading political messages remain prevalent. These practices weaken public trust, reduce the quality of political participation, and undermine democratic consolidation at the local level. Furthermore, the study reveals that democratic education delivered by political parties, election management bodies, and community leaders has not been sufficiently effective in promoting ethical political communication and fostering informed electoral participation. Consequently, strengthening political communication through civic education, media literacy, and value-based public communication is essential to improve the quality of local democracy. The study concludes that political communication should function not merely as an instrument of electoral competition but also as a medium for cultivating democratic values, political ethics, and responsible citizen participation in regional elections.
