Conversion of Agricultural Land and Its Implications for Food Security in Parepare City (Bacukiki District): An Agrarian Law Perspective

Abstrak

The conversion of agricultural land refers to the change in land use from agricultural functions to non-agricultural functions such as settlements, trade, services, and infrastructure development. This phenomenon continues to increase along with population growth and regional economic development, including in Bacukiki District, Parepare City. This condition has the potential to reduce the area of productive agricultural land and affect community food security. This study aims to identify the forms and factors causing the conversion of agricultural land, its implications for food security, as well as the agrarian law perspective in regulating and controlling the conversion of agricultural land in Parepare City. This research uses a qualitative method with an empirical juridical approach. Data were obtained through interviews with the Department of Agriculture and the government of Bacukiki District, supported by secondary data in the form of laws and regulations, journals, and related documents. The results of the study indicate that land conversion in Bacukiki District generally changes into residential and infrastructure areas influenced by economic factors, development growth, and less productive land conditions. Land conversion has an impact on reducing local food production and increasing dependence on food supplies from outside the region. Efforts to control land conversion have been carried out through LP2B policies, Regional Spatial Planning (RTRW), and the provision of assistance to farmers; however, their implementation has not yet been carried out optimally.
