IMPLEMENTASI BADAN PENYELENGGARA JAMINAN PRODUK HALAL (BPJPH) TERHADAP PELAKSANAAN SERTIFIKASI HALAL DI KOTA MAKASSAR

Abstrak
Pokok masalah penelitian ini adalah Bagaimana Implementasi Badan Penyelenggara Jaminan Produk Halal (BPJPH) Terhadap Pelaksanaan Sertifikasi Halal Di Kota Makassar? Pokok masalah tersebut selanjutnya di jabarkan ke dalam beberapa sub masalah, yaitu: 1). Bagaimana pelaksanaan sertifikasi halal Badan Penyelenggara Jaminan Produk Halal (BPJPH) terhadap perusahaan yang belum memiliki sertifikasi halal di Kota Makassar? 2). Apa kendala yang dihadapi oleh Badan Penyelenggara Jaminan Produk Halal (BPJPH) dalam melakukan sertifikasi halal?. Jenis penelitian ini tergolong kualitatif dengan pendekatan penelitian yang digunakan adalah: pendekatan normatif dan empiris. Adapun sumber data penelitian ini bersumber dari wawancara kepada petugas dari Lembaga Pengkajian Pangan, Obat-obatan, dan Kosmetika (LPPOM) dan Majelis Ulama Indonesia (MUI) Sulawesi Selatan. Selanjutnya metode pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian menunjukkan bahwa pelaksanaan sertifikasi halal di Kota Makassar masih tergolong rendah, meskipun telah ada regulasi yang mewajibkan seluruh produk yang beredar, dan diperdagangkan di wilayah Indonesia wajib bersertifikat halal. Rendahnya angka sertifikasi ini disebabkan oleh minimnya kesadaran pelaku usaha mengenai pentingnya sertifikasi halal. Banyak diantara mereka yang belum memahami manfaat sertifikasi, baik untuk meningkatkan kepercayaan konsumen maupun untuk memperluas pasar. Kendala utama yang dihadapi BPJPH meliputi kurangnya sumber daya manusia yang kompeten, keterbatasan anggaran untuk sosialisasi dan pelatihan, serta kompleksitas proses pengajuan sertifikasi halal. Tantangan juga muncul dalam meningkatkan kesadaran masyarakat mengenai pentingnya sertifikasi halal, dan juga terkait biaya pengajuan sertifikasi halal melibatkan biaya yang tidak sedikit dan menjadi beban bagi perusahaan kecil dan menengah untuk mengajukan sertifikasi halal.

Abstract
The main problem of this research is how is the Implementation of the Halal Product Assurance Agency (BPJPH) towards the implementation of halal certification in Makassar City? The main problem is further described into several sub-problems, namely: 1). How is the implementation of halal certification by the Halal Product Assurance Agency (BPJPH) for companies that do not have halal certification in Makassar City? 2). What are the obstacles faced by the Halal Product Assurance Agency (BPJPH) in conducting halal certification? This type of research is classified as qualitative with the research approaches used are: normative and empirical approaches. The source of data for this research is sourced from interviews with officers from the Institute for the Assessment of Food, Drugs, and Cosmetics (LPPOM) and the Indonesian Ulema Council (MUI) of South Sulawesi. Furthermore, the data collection methods used are observation, interviews, and documentation. Based on the results of the study, the implementation of halal certification in Makassar City is still relatively low, even though there are regulations that require all products in circulation and traded in Indonesian territory to be halal certified. The low number of certifications is caused by the lack of awareness of business actors regarding the importance of halal certification. Many of them do not understand the benefits of certification, both to increase consumer confidence and to expand the market. The main obstacles faced by BPJPH include a lack of competent human resources, limited budgets for socialization and training, and the complexity of the halal certification application process. Challenges also arise in increasing public awareness of the importance of halal certification, and also related to the cost of applying for halal certification involves a lot of costs and is a burden for small and medium companies to apply for halal certification.
