The rapid growth of digital trade in Indonesia has prompted the government to issue Minister of Trade Regulation Number 19 of 2026 concerning the Administration of Trade through Electronic Systems (Permendag 19/2026), enacted on 8 June 2026, which revokes and replaces Permendag Number 31 of 2023. This study aims to analyze the legal standing of Permendag 19/2026 within Indonesia's hierarchy of laws and regulations, and to assess its substance through the lens of maslahah theory within maqasid al-shariah. This is a normative legal study employing a statute approach and a conceptual approach, supported by current data and news reports on Indonesia's e-commerce landscape. The findings indicate that Permendag 19/2026 is hierarchically valid and legally binding, as it was formed under the attributive authority of Government Regulation Number 80 of 2019, as recognized through Article 8 of Law Number 12 of 2011 concerning the Formation of Laws and Regulations. In terms of substance, Permendag 19/2026 contains five main points of regulation: strengthening the visibility and promotion of domestic products, facilitating business legality, ensuring transparency in digital platform partnerships, strengthening consumer protection, and regulating the use of artificial intelligence in electronic trading activities. Viewed from maslahah theory, the existence of Permendag 19/2026 is considered consistent with maqasid al-shariah, particularly in realizing hifz al-nafs (protection of the self/consumer) and hifz al-mal (protection of property), as its provisions bring more benefit (jalb al-manfa'ah) and prevent harm (dar' al-mafsadah) for both business actors and consumers within the national digital trade ecosystem.
