PRAKTIK PERMODALAN PT PNM MEKAAR SYARIAH DALAM PERSPEKTIF SHARIAH COMPLIANCE DI DESA ASEMBAGUS

Abstrak
- PNM Mekaar Syariah merupakan lembaga pembiayaan yang menyediakan akses permodalan bagi perempuan prasejahtera sebagai upaya mendukung pengembangan usaha mikro berdasarkan prinsip syariah. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan permodalan di PT. PNM Mekaar Syariah Desa Asembagus, Kecamatan Asembagus, Kabupaten Situbondo serta mengkaji tingkat kesesuaiannya dengan prinsip shariah compliance. Metode yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Data penelitian diperoleh melalui observasi, wawancara dengan informan terkait, dan dokumentasi yang mendukung. Selanjutnya, data dianalisis melalui proses pengumpulan data, reduksi data, penyajian data, serta verifikasi dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa mekanisme permodalan dilaksanakan melalui beberapa tahapan, yaitu pengajuan pembiayaan, pembentukan kelompok nasabah, pencairan dana, serta pembayaran angsuran yang dilakukan secara rutin setiap minggu. Meskipun demikian, pelaksanaannya belum sepenuhnya berjalan sesuai dengan prosedur yang telah ditetapkan karena masih ditemukan kendala pada aspek survei, pengawasan, serta pemanfaatan dana oleh nasabah. Selain itu, penerapan pembiayaan yang dilakukan juga belum sepenuhnya mencerminkan prinsip kepatuhan syariah. Penetapan kewajiban pembayaran tambahan sejak awal akad berpotensi menimbulkan anggapan adanya kemiripan dengan sistem bunga yang dilarang dalam ekonomi Islam. Oleh karena itu, diperlukan penyempurnaan pada sistem pembiayaan yang diterapkan, terutama melalui penggunaan akad yang lebih jelas, transparan, serta sesuai dengan ketentuan syariah yang berlaku agar prinsip-prinsip syariah dapat diwujudkan secara optimal dalam praktik pembiayaan.

Abstract
- PNM Mekaar Syariah is a financing institution that provides access to capital for underprivileged women to support the development of micro-enterprises based on Islamic principles. This study aims to describe the implementation of financing practices at PT. PNM Mekaar Syariah in Asembagus Village, Asembagus District, Situbondo Regency, and to analyze their compliance with the principles of shariah compliance. This research employs a qualitative descriptive approach to examine the phenomenon under study. Data were collected through field observations, interviews with relevant informants, and supporting documentation. The data were analyzed through the stages of data collection, data reduction, data display, and conclusion drawing and verification. The findings indicate that the financing process is carried out through several stages, including financing application, group formation, fund disbursement to members, and regular weekly installment payments. However, the implementation has not fully complied with the established operational procedures, as weaknesses were still found in the areas of survey implementation, supervision, and the utilization of financing funds by customers. Furthermore, the financing practices require further adjustments to fully align with shariah compliance principles. The obligation to make additional payments determined at the beginning of the contract may create a perception of similarity to the interest-based system, which is prohibited in Islamic economics. Therefore, PT. PNM Mekaar Syariah needs to improve its financing system by implementing contracts that are more transparent, clearly defined, and fully compliant with applicable Islamic principles.
