IMPLEMENTASI PENYULUHAN HUKUM SEBAGAI UPAYA PENGUATAN KESADARAN MASYARAKAT TERHADAP PENCEGAHAN DEFORESTASI DI DAERAH KONSERVASI (STUDI PENELITIAN KPH RONGKONG)

Penelitian ini bertujuan untuk mengevaluasi efektivitas penyuluhan hukum dalam pencegahan deforestasi di Desa Kalotok, Kecamatan Sabbang Selatan, Kabupaten Luwu Utara, yang merupakan bagian dari kawasan hutan lindung yang dikelola oleh Kesatuan Pengelolaan Hutan (KPH) Rongkong. Konversi lahan hutan menjadi area pertanian, khususnya budidaya padi, menyebabkan deforestasi dan degradasi lingkungan yang mengancam keberlanjutan ekosistem. Di sisi lain, penyuluhan hukum bertujuan untuk meningkatkan kesadaran masyarakat terhadap dampak lingkungan dan hukum dari praktik konversi lahan hutan yang tidak terkendali. Metode yang digunakan dalam penelitian ini adalah pendekatan deskriptif kualitatif, dengan pengumpulan data melalui wawancara semi-terstruktur dan dokumentasi. Hasil penelitian menunjukkan bahwa meskipun penyuluhan hukum oleh KPH Rongkong telah dilakukan dengan berbagai metode, tingkat kesadaran hukum masyarakat masih tergolong rendah, terutama di kalangan kelompok usia produktif. Faktor penghambat utama dalam implementasi penyuluhan hukum mencakup ketidaksesuaian peraturan perundang-undangan, sikap apatis masyarakat, dan keterbatasan sumber daya yang dimiliki oleh KPH Rongkong. Meskipun demikian, terdapat perkembangan positif dalam hal penurunan tingkat pelanggaran, meskipun praktik konversi lahan masih tetap terjadi. Penelitian ini merekomendasikan perlunya pendekatan penyuluhan hukum yang lebih interaktif, partisipatif, serta dukungan lebih lanjut dari pemerintah daerah untuk memperkuat implementasi kebijakan perlindungan hutan yang berkelanjutan.

Abstract

This study aims to evaluate the effectiveness of legal counseling in preventing deforestation in Kalotok Village, Sabbang Selatan District, North Luwu Regency, which is part of the protected forest area managed by the Forest Management Unit (KPH) Rongkong. The conversion of forest land into agricultural areas, particularly for rice cultivation, has led to deforestation and environmental degradation, threatening the sustainability of the ecosystem. On the other hand, legal counseling seeks to raise community awareness of the environmental and legal impacts of uncontrolled forest land conversion practices. The method used in this study is a descriptive qualitative approach, with data collection through semi-structured interviews and documentation. The results show that although legal counseling by KPH Rongkong has been conducted using various methods, the level of legal awareness in the community remains low, particularly among the productive age group. The main obstacles to the implementation of legal counseling include the inconsistency of regulations, community apathy, and the limited resources available to KPH Rongkong. Nevertheless, there has been positive progress in terms of the reduction of violations, although land conversion practices still persist. This study recommends the need for a more interactive and participatory approach to legal counseling, as well as further support from the local government to strengthen the implementation of sustainable forest protection policies.
