Abstrak
Sistem kepartaian di Indonesia merupakan salah satu elemen penting dalam infrastruktur demokrasi. Namun, dalam praktiknya, sistem ini belum mampu mencerminkan kualitas demokrasi substantif yang ideal. Dominasi elite politik, melemahnya institusionalisasi partai, serta kecenderungan politik transaksional menjadi gejala umum yang mengikis kepercayaan publik terhadap partai politik. Ketiadaan kaderisasi yang berkelanjutan, absennya platform ideologis yang jelas, serta minimnya partisipasi publik dalam proses internal partai menambah kompleksitas krisis kepartaian di Indonesia. Tulisan ini bertujuan untuk memotret berbagai distorsi sistem kepartaian pasca-reformasi sekaligus mengusulkan kerangka normatif tentang sistem kepartaian yang ideal. Dengan pendekatan kualitatif melalui studi literatur dan analisis yuridis-politik, artikel ini menyimpulkan bahwa reformasi menyeluruh terhadap sistem kepartaian menjadi keharusan. Model kepartaian ideal seharusnya berlandaskan pada integritas institusi, demokrasi internal yang kuat, pendanaan transparan, serta orientasi ideologis yang konsisten. Dengan demikian, partai politik dapat kembali pada fungsinya sebagai alat representasi politik rakyat, dan bukan sekadar kendaraan elektoral elite.

Abstract
Political party system in Indonesia serves as a vital component of the democratic infrastructure. However, in practice, it has not yet embodied the qualities of a substantive and ideal democracy. The dominance of political elites, weakened party institutionalization, and the prevalence of transactional politics have collectively eroded public trust in political parties. The lack of sustainable cadre development, the absence of coherent ideological platforms, and minimal public involvement in internal party processes further complicate the ongoing party system crisis. This paper aims to examine these post-reform distortions while proposing a normative framework for an ideal party system. Using a qualitative approach through literature study and juridical-political analysis, the article concludes that comprehensive reform of Indonesia’s party system is essential. An ideal model should be grounded in institutional integrity, robust internal democracy, transparent funding mechanisms, and a consistent ideological orientation. In doing so, political parties can reclaim their function as true representatives of the people’s aspirations rather than mere electoral instruments for elites.
