IMPLEMENTASI NILAI-NILAI TAFSIR DAN HADIS DALAM MANAJEMEN PERSEDIAAN PADA SISTEM KEUANGAN SYARIAH: ANALISIS FIQH AL-HADITH TERHADAP PRAKTIK IHTIKAR DAN KETAHANAN PASOKAN

Abstrak
Manajemen persediaan merupakan urat nadi dalam keberlangsungan operasional suatu entitas bisnis dan rantai pasokan global, yang menuntut keseimbangan presisi antara pemenuhan kebutuhan pasar dan efisiensi biaya. Dalam diskursus ekonomi Islam, optimalisasi persediaan tidak hanya dipandang dari sudut pandang profitabilitas kapitalistik yang bebas nilai, melainkan harus tunduk pada parameter teologis dan etis yang melarang secara tegas praktik-praktik eksploitatif seperti penimbunan (ihtikar) dan penumpukan kekayaan (kanz al-mal). Penelitian ini mengkaji fenomena manajemen persediaan dari perspektif ilmu tafsir dan fiqh al-hadith, dengan tujuan utama merumuskan kerangka konseptual manajemen persediaan yang sejalan dengan nilai-nilai maqashid al-syariah. Melalui pendekatan kualitatif berbasis studi kepustakaan murni (library research), penelitian ini mengaplikasikan metode tafsir maudhu'i (tematik) rumusan Al-Farmawi serta analisis syarah hadis untuk membedah teks-teks otoritatif yang berkaitan dengan tata kelola barang dan sirkulasi kekayaan. Hasil penelitian mengindikasikan bahwa Islam secara fundamental mengakomodasi fungsi-fungsi logistik modern seperti decoupling, economic lot sizing, dan anticipation inventory sebagaimana terlegitimasi kuat dalam strategi ketahanan pangan Nabi Yusuf (Q.S. Yusuf: 47-49). Namun demikian, penumpukan stok tersebut seketika bermutasi menjadi ihtikar yang diharamkan (berdasarkan hadis riwayat Muslim dan Ibnu Majah) apabila motivasinya bergeser dari stabilitas menuju penciptaan kelangkaan artifisial guna memanipulasi ekuilibrium harga pasar. Implikasi dari penelitian ini adalah terbentuknya model arsitektur manajemen persediaan syariah yang menjadikan nilai amanah (integritas), 'adalah (keadilan distributif), dan maslahah (kepentingan umum) sebagai variabel kontrol mutlak terhadap algoritma optimalisasi inventori kontemporer.

Abstract
Inventory management is the fundamental lifeblood of business operations and global supply chains, requiring a precise equilibrium between fulfilling market demand and achieving cost efficiency. In the profound discourse of Islamic economics, inventory optimization is not viewed solely from a value-free, capitalistic profitability perspective, but rather it must strictly submit to theological and ethical parameters that definitively prohibit exploitative practices such as hoarding (ihtikar) and the stagnant accumulation of wealth (kanz al-mal). This research comprehensively examines the phenomenon of inventory management from the intricate perspective of Quranic exegesis (tafsir) and fiqh al-hadith, with the primary objective of formulating a conceptual framework for inventory management that seamlessly aligns with the core values of maqasid al-shariah. Through a rigorous qualitative approach based purely on library research, this study applies the maudhu'i (thematic) tafsir method formulated by Al-Farmawi, alongside in-depth hadith commentary (syarah) analysis, to dissect authoritative texts related to the governance of goods and the circulation of wealth. The analytical findings indicate that Islam fundamentally accommodates modern logistical functions such as decoupling, economic lot sizing, and anticipation inventory, as robustly legitimized in Prophet Yusuf's historical food security strategy (Q.S. Yusuf: 47-49). However, such stock accumulation instantly mutates into the strictly prohibited ihtikar (based on authentic hadiths narrated by Muslim and Ibn Majah) when the underlying motivation shifts from seeking market stability to creating artificial scarcity in order to manipulate the natural equilibrium of market prices. The paramount implication of this research is the conceptual development of a Sharia inventory management architectural model that firmly embeds the values of amanah (integrity), 'adalah (distributive justice), and maslahah (public interest) as absolute control variables overriding contemporary inventory optimization algorithms.
