IMPLEMENTASI PRINSIP GOOD WAQF GOVERNANCE DALAM PENGELOLAAN WAKAF PRODUKTIF PADA KLINIK NU SUMPIUH KABUPATEN BANYUMAS

Abstrak
Wakaf produktif memiliki potensi besar sebagai instrumen filantropi Islam untuk mendukung kesejahteraan sosial, salah satunya di bidang kesehatan sebagaimana diterapkan pada Klinik NU Sumpiuh yang didirikan oleh Majelis Wakil Cabang Nahdlatul Ulama Kecamatan Sumpiuh, Kabupaten Banyumas. Namun demikian, keberhasilan wakaf produktif sangat bergantung pada tata kelola yang baik (good waqf governance) yang mencakup prinsip transparansi, akuntabilitas, responsibilitas, independensi, dan keadilan. Penelitian ini bertujuan untuk mendeskripsikan praktik pengelolaan wakaf produktif serta menganalisis implementasi prinsip good waqf governance pada Klinik NU Sumpiuh Kabupaten Banyumas. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus, melalui observasi, wawancara dengan nazhir dan pengelola klinik, serta studi dokumentasi. Hasil penelitian menunjukkan bahwa pengelolaan wakaf produktif pada Klinik NU Sumpiuh telah menerapkan sebagian prinsip good waqf governance, terutama pada aspek responsibilitas sosial melalui layanan kesehatan yang terjangkau bagi masyarakat, namun masih lemah pada aspek transparansi pelaporan keuangan, akuntabilitas kepada Badan Wakaf Indonesia, dan independensi kelembagaan nazhir yang masih bergantung pada kebijakan Majelis Wakil Cabang. Penelitian ini menyarankan penguatan kapasitas kelembagaan nazhir, penyusunan laporan keuangan yang transparan dan berkala, serta pendaftaran dan pelaporan resmi kepada Badan Wakaf Indonesia guna mewujudkan pengelolaan wakaf produktif yang lebih profesional dan berkelanjutan.

Abstract
Productive waqf has great potential as an instrument of Islamic philanthropy to support social welfare, one example being in the health sector as implemented at Klinik NU Sumpiuh, established by the Branch Representative Council of Nahdlatul Ulama in Sumpiuh District, Banyumas Regency. However, the success of productive waqf depends heavily on good waqf governance, which includes the principles of transparency, accountability, responsibility, independence, and fairness. This study aims to describe the practice of productive waqf management and analyze the implementation of good waqf governance principles at Klinik NU Sumpiuh, Banyumas Regency. This research uses a descriptive qualitative method with a case study approach, through observation, interviews with the nazhir and clinic managers, and documentation study. The results show that the management of productive waqf at Klinik NU Sumpiuh has implemented some principles of good waqf governance, particularly in social responsibility through affordable health services for the community, but remains weak in financial reporting transparency, accountability to the Indonesian Waqf Board, and the institutional independence of the nazhir, which still depends on the policies of the Branch Representative Council. This study recommends strengthening the institutional capacity of the nazhir, developing transparent and periodic financial reports, and official registration and reporting to the Indonesian Waqf Board to achieve more professional and sustainable productive waqf management.
