Abstract
This study aims to analyze law enforcement in murder cases involving members of the Indonesian National Armed Forces (TNI) from the perspective of the connectivity court system through a study of the Decision of the Medan Military Court Number 19-K/PM.1-02/AD/III/2025. This research employed a normative juridical method using statutory, conceptual, and case approaches. The results indicate that law enforcement against TNI personnel who commit murder still faces a dualism of jurisdiction between military courts and general courts. Although Law Number 34 of 2004 stipulates that TNI personnel who commit ordinary criminal offenses are subject to the jurisdiction of general courts, its implementation remains governed by Law Number 31 of 1997 concerning Military Courts. The decision of the Medan Military Court demonstrates that the law enforcement process was carried out in accordance with the applicable legal provisions. However, reform of the military justice system remains necessary to ensure legal certainty, justice, and the effective implementation of the principle of equality before the law.
