Abstract: Fulfilling the rights and basic needs of the elderly is a crucial topic in addressing the growing elderly population. This phenomenon requires serious attention to the quality of life of the elderly to ensure they remain productive, independent, and achieve maximum well-being. This article aims to examine the fulfillment of the rights and basic needs of the elderly, encompassing physical, emotional, social, and economic aspects, to support active aging. The method used is a qualitative literature study approach, reviewing various academic sources related to the elderly and the concept of active aging. The analysis shows that fulfilling the rights of the elderly, such as the right to health services, social protection, and participation in community life, has a significant impact on improving the quality of life of the elderly. When the basic needs of the elderly are adequately met, this can create conditions for active aging characterized by social engagement, independence, and mental well-being. Inadequate fulfillment of these needs risks creating various social problems, including dependency and a reduced quality of life. The implications of this research emphasize the importance of collaboration between families, communities, and the government in creating a supportive environment for the elderly. This effort can be realized through inclusive policies and sustainable empowerment programs. These findings are expected to serve as a reference in developing social policies and practices aimed at improving the well-being of the elderly and realizing active aging in society.
