Abstract

The Agrarian Reform Village (Kampung Reforma Agraria/KRA) Program is part of the access reform agenda aimed at improving community welfare through land legalization and local economic empowerment. This study aims to evaluate the implementation of the KRA Program in Kalisari Village, Banyumas Regency, and to identify its linkages with the six dimensions of the Smart City concept using the CIPP (Context, Input, Process, Product) evaluative approach and thematic analysis.

The results show that the program has been implemented effectively, supported by strong institutional capacity and multi-stakeholder collaboration, and has made a tangible contribution to the dimensions of Smart Governance, Smart Economy, Smart Society, and Smart Branding. However, its contribution to the Smart Living and Smart Environment dimensions remains limited. Furthermore, although technological elements such as the use of the Online Single Submission (OSS) system and digital land certification have been introduced, technology adoption in village governance and information systems has not yet been comprehensively integrated.

These findings highlight the importance of digitalization strategies in transforming agrarian reform-based villages toward sustainable smart village development.
