TREND ANALYSIS OF DIGITAL PUBLIC SERVICE PROGRAMS IN SEMARANG CITY IN 2025

Abstract

Semarang City has implemented digital public services through the development of 150 applications on the semarangkota.go.id portal, covering various aspects of public services since 2017. This study aims to identify the implementation of smart governance and analyze trends in digital public service programs in Semarang City. The theoretical framework employed in this study is the smart city concept, particularly the smart governance dimension, using three indicators of digital public services: electronic governance, transparency and community participation, and collaboration with the private sector.

This study employs a qualitative method, with data collected through in-depth interviews with agencies within the Semarang City Government, supported by a review of digital documents. The data were analyzed using qualitative descriptive analysis. The results show that the implementation of smart governance is supported by a legal framework and electronic governance practices within each government agency. Collaboration with the private sector has also been established, including partnerships with banks, e-commerce platforms, and public transportation organizations (Organda). Of the 13 aspects of digital public services available on the Semarang City portal, the activity levels of the applications vary considerably. The education sector has the highest number of active applications, mainly because the applications developed for this sector have clearly targeted users and do not overlap in function with one another. In contrast, the infrastructure sector has the highest number of inactive applications because many applications within this sector have similar functions, making it difficult to clearly define their respective target users.
