STAKEHOLDER CLASSIFICATION IN PARTICIPATORY PUBLIC TRANSPORTATION PLANNING IN SAMARINDA CITY

Public transportation planning in Samarinda City faces structural challenges, including increasing dependence on private vehicles, declining public transport services, and limited participatory mechanisms in the planning process. In this context, participatory planning is essential to bridge the gap between community mobility needs and the institutional capacity of government. This study aims to analyze the configuration of stakeholder roles in participatory public transportation planning in Samarinda City and to identify barriers and opportunities for strengthening meaningful participation. The study employs a descriptive qualitative approach through policy document analysis, media tracking, field observations, and interviews with key actors involved in public transportation planning. The findings reveal an asymmetry of participation, in which the local government occupies a dominant position in decision-making, while communities, academics, urban transport operators, and public transport users have high levels of interest but limited influence. Although participatory initiatives have emerged through formal forums and mobility advocacy communities, existing mechanisms remain largely procedural and have yet to generate deliberative processes capable of influencing policy decisions. The study concludes that participatory public transportation planning in Samarinda requires stronger collaborative governance through the integration of stakeholder roles, the establishment of deliberative multi-stakeholder forums, and the recognition of operational knowledge and user experiences as integral components of the planning process.
