PUBLIC INFORMATION DISCLOSURE FROM THE PERSPECTIVE OF SIYASAH SHAR’IYYAH

(A Case Study of Bappeda Takalar Regency)

Abstract

This study aims to analyze the procedures for public information disclosure within the Takalar Regency Government, particularly at the Regional Development Planning Agency (Bappeda), and to identify the factors that hinder and support its implementation. The research focuses on how public information disclosure is implemented by Bappeda Takalar Regency and what factors influence its effectiveness. This study employs a qualitative approach with a field research design. Data were collected through observation, interviews, and documentation, and were analyzed descriptively. The findings indicate that Bappeda Takalar Regency has undertaken various efforts to support public information disclosure through the establishment and strengthening of Information and Documentation Management Officers (PPID), digitalization and transparent provision of information, publication of planning documents and regulations, and the provision of interactive services for the public. From the perspective of Siyasah Syar’iyyah, information disclosure constitutes an implementation of governmental trust and responsibility in realizing fair and accountable governance. The main obstacles include limited public access to technology, low public participation in public consultation forums, the absence of dedicated information service facilities, and difficulties accessing the official government website. Supporting factors include the local government’s commitment to providing access to information through digital platforms, including the official website and QR codes, to expand public access and encourage public participation.
