Efektivitas Program Asuransi Usaha Ternak Sapi (AUTS) dalam Mitigasi Risiko Peternak

The Cattle Business Insurance Program (AUTS) is a government policy designed to support risk mitigation in beef cattle farming by providing protection against losses resulting from death, loss, disease, and natural disasters. However, the program was discontinued in 2023, necessitating an evaluation of its effectiveness at the farmer level. This study aims to analyze the effectiveness of the AUTS Program in mitigating risks for farmers in Tassililu Village, West Sinjai District, Sinjai Regency. The study used a quantitative approach with a census method involving 46 AUTS participating farmers. Data were collected using a Likert-scale questionnaire and analyzed using descriptive statistics through frequency distribution and continuum graphs. The results indicate that the AUTS Program provides considerable benefits for farmers, with a total score of 2,911, particularly in improving business security, financial protection, and government support for the sustainability of beef cattle farming. However, the program's effectiveness has not been optimal due to several obstacles, such as delays in aid distribution, suboptimal utilization of claim funds, weak program oversight, and fraudulent practices by some participants. This situation was one of the main factors that halted the implementation of the AUTS program in 2023. Therefore, increasing transparency, oversight, and mentoring for farmers are crucial to supporting the sustainability of livestock insurance programs in the future.
