Surveillance-Based Analysis of Tuberculosis Incidence in ASEAN: The Role of Expenditure, Infrastructure, and Surveillance Systems

Tuberculosis is still a serious threat to public health worldwide. This study examines the impact of infrastructure inequalities and surveillance indicators on the incidence of tuberculosis in nine ASEAN countries from 2000 to 2021. The primary research question examines how infrastructure conditions, health system features, and surveillance performance collectively impact TB incidence within ASEAN. The study employed panel data and fixed-effects regression to investigate the relationships between TB incidence and various variables, including case detection rate, treatment success rate, government health spending, out-of-pocket expenses, access to sanitation, and electricity coverage. By giving the first surveillance-driven, multi-indicator comparative assessment of TB incidence throughout ASEAN, this work contributes by providing region-specific insights to improve resource allocation and monitoring. Data were extracted from the World Bank database and analysed using STATA 17.0 software. The findings indicate that improved sanitation, greater access to electricity, better case detection, and higher urbanisation significantly decrease TB incidence, whereas higher government health spending shows an unexpected positive association. Treatment success and out-of-pocket expenditure were not statistically significant. Effective TB control requires strong surveillance systems, equitable health funding, and improved infrastructure. These results emphasise the importance of enhanced monitoring, better facilities, and fair financing, especially in heavily affected areas within ASEAN.
