Inclusive Rural Development in Practice: Lessons from an Inclusive Village Model in Indonesia

Abstract

This article addresses the ongoing issues of inequality and social exclusion faced by vulnerable groups in rural development. These problems are not adequately addressed by traditional development policies, which tend to be administrative, sector-specific, and one-dimensional.  Using a qualitative case study of Sumberkerang Village, Indonesia, this study analyzes the implementation of social development strategies and identifies the forms of multidimensional inclusivity realized at the local level. By integrating social development strategies with a multidimensional inclusivity framework within the village context, an approach that has been lacking in previous literature, this study makes a novel contribution to the field. Data were collected through in-depth interviews with 22 informants, non-participant observation, and document analysis, and were subsequently analyzed using open, axial, and selective coding techniques. The findings indicate that social development strategies are implemented through the synergistic roles of individuals, communities, and the village government. These strategies work harmoniously to produce multidimensional inclusiveness, including social inclusiveness, which ensures equitable access and participation; ecological inclusiveness, which supports sustainable environmental management; and relational inclusiveness, which promotes fairness, equality, and accountability. The findings also reveal that economic inclusion functions as an integrative component that strengthens these dimensions. In an academic context, this study advances social development and rural studies by broadening the concept of inclusiveness beyond single-dimensional approaches and by demonstrating how multidimensional inclusiveness can be implemented in rural development practices.
