Abstract
The Jodoh Latuppa River area in Palopo City serves a vital ecological function as a water catchment area. However, this area is currently facing significant pressure due to inappropriate spatial planning. Development along the riverbank, land conversion for residential use, and weak regulatory enforcement increase the risk of flooding. This study aims to analyze existing spatial planning policies and assess their relationship to flooding in the area. The method used was a descriptive qualitative case study approach. Data were obtained through interviews with local residents and tourists, as well as direct observation of the physical condition of the river and its surrounding environment. The results indicate that flooding is caused by a combination of natural factors and human activities, with significant contributions from river narrowing, silting, and development that does not comply with spatial planning regulations.
