Abstrak
Konflik sumber daya air antara Palestina dan Israel telah berlangsung selama beberapa dekade dan menjadi perhatian masyarakat internasional. Ini menimbulkan pertanyaan tentang hak pengelolaan air bagi negara Palestina di bawah kerangka hukum internasional. Penelitian ini bertujuan untuk memahami bagaimana pengaturan hak atas sumber daya air bagi Palestina dalam Perjanjian Oslo dan mengetahui pelaksanaan perjanjian air antara Palestina, Israel, dan Yordania. Penelitian ini menggunakan pendekatan yuridis normatif untuk menganalisis masalah hukum berdasarkan prinsip dan standar hukum positif dengan data sekunder melalui studi kepustakaan. Perjanjian Oslo memberikan pengakuan terbatas terhadap hak air Palestina, namun implementasinya terhambat oleh kontrol dominan Israel melalui Joint Water Committee yang memberikan hak veto kepada Israel.

Abstract
The water resources conflict between Palestine and Israel has been ongoing for decades and is of concern to the international community. It raises the question of water management rights for the Palestinian state under the international legal framework. This research aims to understand how the regulation of the right to water resources for Palestine in the Oslo Accords and to find out the implementation of the water agreement between Palestine, Israel and Jordan. This research uses a normative juridical approach to analyze legal issues based on positive legal principles and standards with secondary data through literature studies. The Oslo Agreement provides limited recognition of Palestinian water rights, but its implementation is hampered by Israel's dominant control through the Joint Water Committee which gives veto rights to Israel.
