Abstract

This study aims to describe the urgency of human resource management in improving school quality at the SPF Technical Implementation Unit (UPT SPF) of Bawakaraeng Elementary School, Makassar. This research is motivated by the importance of optimal human resource management and supporting facilities and infrastructure in achieving quality education at the elementary school level. This study used a descriptive qualitative approach with data collection techniques including interviews, observation, and documentation. The results indicate that human resource management at this school has been implemented functionally, both from a managerial perspective, including planning, organizing, directing, and supervising, as well as operational aspects, such as the recruitment of contract teachers, training, performance assessments, and awards. School quality is demonstrated by the achievement of the eight National Education Standards (SNP), improved teacher discipline, active student involvement, and the implementation of the independent curriculum. School facilities and infrastructure, such as classrooms, sanitation facilities, and teaching aids, contribute to this quality achievement. However, there are obstacles such as a limited number of permanent teachers and uneven distribution of ongoing training. These findings confirm that effective human resource management and the availability of adequate facilities and infrastructure play a crucial role in improving school quality.
