Abstract

This research is motivated by the urgency of handling global Islamophobia issues and Indonesia’s strategic role in encouraging international resolutions. The purpose of this research is to analyze Indonesia’s multilateral negotiating position, examine the tabayyun principle an Islamic epistemological framework in the UN Forum as a representation of the OIC, and explore the epistemological contribution of Ushuluddin in the multilateral diplomacy of Muslim countries. The method used is descriptive qualitative based on library research, with the analytical framework of Alexander Wendt’s Constructivist Theory and the concept of Norm Entrepreneurship to dissect secondary data in the 2019–2024 period. The results of the study show that Indonesia has a strong bargaining position based on its identity as a democratic and moderate Muslim country. Through its role as a norm entrepreneur, Indonesia has succeeded in constructing the principle of tabayyun (clarification) into an inclusive political communication strategy at the United Nations to reduce negative views. In conclusion, the principle of tabayyun, which is rooted in Ushuluddin’s theological values, has proven to be applicable as an instrument of multilateral practical diplomacy. The success of the establishment of the International Day to Combat Islamophobia confirms the dynamic interaction between the circulation of global norms and the strengthening of state identity in realizing human security. This study recommends the importance of institutionalizing the value of moderation in the diplomacy curriculum as well as strengthening domestic regulations related to diversity protection.
