This study examines the management of digital transformation in the Al-Irfan Library, Blokagung, Banyuwangi, focusing on service innovation, controversies regarding librarians’ roles, data ethics, and challenges in implementing a hybrid library model. The research employed a descriptive qualitative approach. Informants were selected through purposive sampling and included the library head, librarians, and students. Data were collected through semi-structured interviews, participatory observation, and documentation, then analyzed using thematic analysis. The findings indicate that the library’s digitization process remains at a transitional stage rather than a complete digital transformation. Planning is still reactive and lacks a formal written roadmap. In the organizing aspect, controversies emerged concerning librarians’ roles, including the absence of revised job descriptions, the dual burden of managing physical and digital services, and the lack of formal coordination mechanisms. Implementation has introduced several digital innovations, such as the SLiMS-based Online Public Access Catalog (OPAC), digital membership systems, and computerized borrowing services. However, all collections remain in physical form, while e-books and online borrowing services have not yet been developed. In addition, unstable internet connectivity and the continued dominance of physical reading spaces in students’ literacy activities indicate a condition described as pseudo-digitalization. The supervision aspect is also weak, as evidenced by the absence of student data privacy policies, digital ethics training, security audits, and procedures for deleting alumni data. This study concludes that the hybrid library model is the most realistic approach because it combines digital efficiency with the social and educational functions of physical reading spaces. Its success depends on the development of a transformation roadmap, librarian role redesign, gradual e-book implementation, improved network infrastructure, stronger data protection policies, and sustained managerial commitment.
