Al-Daulah: Jurnal Hukum Pidana dan Ketatanegaraan is a peer-reviewed, open-access academic journal published biannually by the State Administration Law Study Program at the Faculty of Sharia and Law, Alauddin State Islamic University (Universitas Islam Negeri Alauddin Makassar) in Indonesia. The journal adheres to established international publishing standards and has registered ISSN numbers (Print ISSN: [2303-050X] / Online ISSN: [2580-5797]). It follows stringent publication ethics guidelines that conform to international standards.
The journal's mission is to advance legal scholarship by promoting high-quality, internationally relevant research that connects Islamic legal traditions with contemporary legal frameworks, thereby fostering scholarly discourse in criminal law, constitutional law, and related interdisciplinary fields. The journal invites original contributions from legal scholars, practitioners, and researchers globally, with a particular focus on comparative legal studies, the application of Islamic jurisprudence in modern contexts, and cross-cultural legal analysis that appeals to an international audience. The scope of the journal encompasses six primary areas of legal scholarship: Islamic Law and Jurisprudence, which includes classical and contemporary applications of Sharia principles within modern legal frameworks; Islamic Criminal Law (Jinayah), which examines criminal justice systems in Islamic legal contexts and their interactions with secular criminal law; Islamic Constitutional Law, which addresses governance principles, state theory, and constitutional frameworks from Islamic perspectives; Comparative Criminal and Customary Law, which analyzes diverse criminal justice systems and traditional legal practices across cultures; Constitutional and Administrative Law, which focuses on governance structures, public administration, and constitutional interpretation in contemporary states; and International Humanitarian Law and Public International Law, which includes cross-border legal issues, human rights, and international legal cooperation.  Al-Daulah upholds the highest standards of academic integrity through a rigorous double-blind peer review process. Each submission is evaluated by at least two independent expert reviewers from an international editorial board comprising distinguished scholars from leading universities worldwide. All manuscripts are assessed for originality, methodological rigor, theoretical contribution, practical relevance, and adherence to international research ethics standards. The editorial board, consisting of experts in Islamic law, criminal law, constitutional law, and international law, ensures a comprehensive evaluation and maintains publication standards that fulfill international indexing requirements. The review process typically spans 8-12 weeks from submission to initial decision, with transparent communication channels and detailed reviewer feedback. The journal adheres to strict publication ethics policies, publicly available on its website, which include guidelines on authorship criteria, conflict of interest declarations, plagiarism prevention through the use of recognized detection software, data-sharing policies, and procedures addressing research misconduct. A commitment to transparency in editorial processes is maintained, with clear author guidelines and compliance with international publishing standards established by the Committee on Publication Ethics (COPE). The journal's target audience encompasses international legal scholars, researchers in comparative law, graduate students in law and related disciplines, legal practitioners involved in Islamic law applications, policymakers in Muslim-majority countries, and international organizations engaged in legal harmonization and cross-cultural legal cooperation. Submissions demonstrating relevance to an international readership through comparative analysis, theoretical contributions applicable across varied legal systems, and empirical research with broad implications for legal scholarship are particularly welcomed. Authors are required to submit original work that has not been published previously nor submitted elsewhere concurrently. All submissions must include structured abstracts in English, comprehensive literature reviews that demonstrate an international scope, clearly defined methodology sections for empirical work, and conclusions that emphasize the contributions to international legal scholarship. References must conform to international citation standards, and all non-English sources must be accompanied by English translations. Authors must also provide conflict of interest statements, documentation of ethical approval where applicable, and data availability statements according to international research transparency standards.  The editorial office of the journal maintains comprehensive records of all submissions, reviews, and editorial decisions, thereby ensuring transparency and accountability in the publication process. Detailed feedback is provided to authors, and clear communication is maintained throughout the review process, offering opportunities for revision as necessary.
